Public school teachers directed to cut comments on report cards under red tape crackdown

Public school teachers have been told to cut comments from students’ reports as part of a red-tape blitz, triggering fears of a surge in complaints from parents. The Education Department notified teachers on Tuesday they would not be required to provide any comments on how their students were progressing in separate subjects, such as English or maths, on reports. “As part of our initiative to reduce red tape and workload pressures for teachers and school leaders, we have identified some schools can reduce their end-of-semester reporting workload,” the advice said. While teachers still have to provide an overall comment about the student, there is “no requirement to provide learning area comments”. There was also no longer any need to provide grades at the “strand or sub-strand level”, such as separate grades for reading and writing under English. WA Primary Principals’ Association president Niel Smith said it was important the changes were communicated well to parents. “WAPPA welcomes a reduction in workload, but is worried that changes to reporting requirements may lead to an increase in parent concerns, specifically in the primary years, when reporting information has historically been comment based,” he said. “Schools’ effectiveness should not be judged based on the level of detail they choose to include in their student reports ... and there is now a risk of this happening.” WA Council of State School Organisations president Pania Turner said teachers’ comments on reports were important to parents, but they now had more information than just two report cards a year. “Parents require more continuous feedback and no surprises at the end of the semester,” she said. “If teachers are able to keep parents informed about how their child is progressing, then those reporting comments are not so critical.” State School Teachers Union president Matt Jarman said parents’ expectations may have to change. “The SSTU’s long-held position is that there should be a comment in English, maths and general, and that learning area grades are broken down into reading, writing and so on,” he said. “But now all that will be required is a minimum of a general comment and one grade per learning area.” Mr Jarman did not believe the move would reduce teachers’ workloads because the requirements were not consistent across all schools. The department’s deputy director-general for student achievement, Jim Bell, said all students would continue to receive end of semester reports with an overall teacher comment. “Providing feedback to parents on student achievement is a core part of a teacher’s role and written report comments are just one of the ways schools keep parents updated on how their child is progressing,” he said. “Schools have already embraced new technologies which allow teachers to provide feedback throughout the term, which gives both students and parents relevant and timely feedback. “Providing this clarification of what reporting to parents is expected and required is consistent with a key recommendation of the SSTUWA’s Facing the Facts review of public education in WA.”
