Rapid expression of interest process open to housing developers who want to buy State land

Private housing developers can now apply for “lazy” Government land, but the program requires builders to quickly start construction on land they acquire. Premier Roger Cook on Thursday announced the “rapid” expression of interest process was opened for eight weeks. It will include a quick determination on if the land is needed for future Government use, and then an assessment of it can be rapidly developed as housing and the developer’s ability to deliver. Developers and the State will agree on a timeframe to deliver the housing before the parcel is handed over. And an independent panel of market valuers will be tasked with ensuring the land is sold for a reasonable price. The sales will go back into further State Government housing initiatives. Housing Minister John Carey said government agencies were sitting on a “vast number of land holdings” and that the private sector was well aware of where the land was located. “It could be near train stations, it could be along corridors,” Mr Carey said. “There’s a real opportunity here for the private sector to come forward saying ‘we’re aware of this landholding here, we think it’s got potential’. “This is about utilising lazy land that is just sitting there, that may never be used by government, and to turn it into housing.” The Government also announced 22 apartments — delivering nearly 1700 dwellings — would benefit from the latest round of grants from the $80 million Infrastructure Development Fund. The $16.91 million for the 22 projects is set to subsidise dwellings in White Gum Valley, Gosnells, Maddington, Subiaco and Woodbridge. Half of these developments will include social housing. “Both of these initiatives are aimed at bringing more housing onto the market, sooner and smarter,” Mr Cook said while at the Subiaco apartment construction site, where prices for the Hay Street apartments start at $622,000. The $80M fund was already helping to deliver more 1,300 new apartments, after the first round of grants was released. It could support another 63 apartment developments, which would deliver more than 4,000 homes. Mr Carey said every addition to the housing and rental market had an “overall benefit”. “Every addition, every new home that comes back into the housing market provides relief to the rental market,” the minister said. “The reality we have seen since COVID is massive cost escalations to build homes and to build apartments. “So without this Infrastructure Fund, the simple reality is that some apartment developments would not be built.”
